NERC Warns DisCos: Stop Charging Customers for Meter Replacements, Uphold Consumer Rights

The Nigerian Electricity Regulatory Commission (NERC) has issued a stern warning to electricity Distribution Companies (DisCos) over their alleged violation of regulatory orders concerning meter replacement. Taking to its official X handle, NERC expressed awareness of reports that some DisCos have instructed customers to apply and pay for replacing faulty or obsolete meters within their franchise areas—a directive that blatantly contravenes Order No. NERC/246/2021 on the Structured Replacement of Faulty and Obsolete End-Use Customer Meters in the Nigerian Electricity Supply Industry (NESI).

The regulatory body emphasized that under this order, no customer with a meter should be forcefully migrated to an estimated billing system. Furthermore, if a customer’s meter is found faulty or deemed obsolete, it is the responsibility of the DisCo to replace it free of charge—provided the fault was not caused by customer negligence.

“This regulation is crystal clear,” NERC stated. “No DisCo has the authority to push the burden of meter replacement costs onto the consumer. We are committed to protecting customers’ rights and will enforce penalties for any non-compliance with this order.”
